However, removing residents of public rental housing from the calculation leads to a decrease in segregation levels among high-income households, meaning that for higher income households, public housing actually exacerbates segregation. The simple explanation for this seeming contradiction is that by placing low-income households in close proximity to middle-income households, public housing reduces the number of middle-income households that can live near high-income households. Moreover, it is clear from the comparison of overall segregation levels in Figure 6.2 that the ameliorative impact of public housing on the segregation of lower and middle-income groups outweighs this exacerbation of segregation of high-income households.

This latter point is confirmed by a more direct measure of the importance of public housing tenancy in exposing low-income households to middle-income households but not high-income households. A simple calculation is carried out to estimate the share of middle- and
